“Guiyang and Palmerston North have been sister cities since 1992. Massey University and Guizhou University have collaborated for over 35 years, focusing on environmental and agricultural projects. In 2017, Mayor Grant Smith led a delegation to Guiyang to mark the 25th anniversary of our relationship and enhance economic and educational ties. Universal College of Learning (UCOL) has MOUs with Guiyang Vocational and Technical Training College, Guiyang Nursing Vocational Training College, Guiyang University, and launched a scholarship programme with the Palmerston North City Council to attract students to study in Palmerston North.
International education has greatly benefitted both cities, enhancing our global profiles and contributing to cultural and economic development. The COVID-19 pandemic disrupted the sector but also provided an opportunity to strengthen and rethink our educational collaborations.
Palmerston North City Council and Guiyang Municipal Government are interested in establishing a sustainable education abroad programme for Palmerston North and Guiyang youth to enjoy. The partnership aims to enhance international education, improve student mobility, foster connections, and showcase Guiyang to globally minded Palmerston North youth. A mutually beneficial long-term relationship could be cultivated between our respective local governments, communities, and cities/regions at large.”
